INTER-ALLIED CONSORTIUM.
Washington, November 11. Tlie New York "Times'' correspondent at Washington says it is understood that Britain had proposed that the United States, England. France, ■ and Japan should advance immediately to China a 23 million dollar loan. Also that further loajis should bo advanced on condition that tho Chineso troops raised during the war bo disbanded, and that a solution of the dispute between North and South China he arrived at. It appears that tho United States did not accept tho proposal in view of the Chicago banks' loan to China.—Aus.-N.Z. Cablo Assn.
