Washington, November 11. Tlie New York "Times'' correspondent at Washington says it is understood that Britain had proposed that the United States, England. France, ■ and Japan should advance immediately to China a 23 million dollar loan. Also that further loajis should bo advanced on condition that tho Chineso troops raised during the war bo disbanded, and that a solution of the dispute between North and South China he arrived at.
