Remedial measures had not been attempted, and conditions had boon getting worse for a year. Until tho pressure of public opinion of the European peoples achieved a revision nf tho Peace Treaty enabling industrial cooperation throughout Europe,- there was small cliance of alleviating the distress. —Aus.-N.Z.
