VOLUNTARILY RETURNING TO CHINA. (Rec. November 3, 8.30 p.m.) Peking, October 31. Outer Mongolia has petitioned for thn cancellation of her autonomy and return to China, on condition that tho debt to Russia is redeemed and that China pay tho salaries of tho chieftains and princes. The Government has* accepted tho offer, and 800,000 dollars have been voted for salaries. The Ministry of Foreign Affairs has been instructed to open negotiations with the Russian Legation foi-l-he cancellation of Kinkbta Treaty of IPJt, under which the autonomy of outer Mongolia was recognised.—Aus.-N.Z.
