THE EX-KAISER
DUTCH OPIXTON ON THE LAW OF HIS TRIAL. • (Rec. October 30, 7.13 p.m.) New York, October 28. Tho Secretary of the Netherlands Delegation at the International Labour Conference, in a statement, said that neither any national or international law exists empowering any national, foreign, or international tribunal to prosecute the Kaiser. No law exists to empower his extradition, which was unforeseen. The Dutch Government protested at his presence in Holland. He has not been summoned to appear before any tribunal, and no Government had demanded his extradition. The article in tho Treatyproviding for his prosecution does not mention what essential rights of defence, will be granted him.-Aus.-X.Z. Cable Assn..,
