London, October 23. Mr. A. J. Balfmir has declined a peer-age.—Aus.-N.Z. Cable Assn. [A recent message stated that Mr. Balfour was about, to resign his office of Secretary of State for Foreign Affairs, and was to lie succeeded by Earl Curzon, Mr. Baffour becoming Lord President oi' the Council.]
