AO a meeting of the executive committee of the liailway Officers' Institute, it was unanimously deckled to express strong disapproval of tlie action of the A.5.11-.S. in endeavouring to block, tlio Bill providing for increases of salaries for railway officers to cover the increased cost of living, as agreed upon in April at tho conference behveen the latu llinister of Railways, the railway management, and representatives of Hie Officers' Institute. The institute supported the clause providing for promotion by merit, as agreed lo at tho conference. The executive considers that any objection to the clause providing for promotion by merit can be met by tho appointment of a staff board,
