"I have said that thero will be no alteration till 1920," replied the Minister,' "but I am going to mako a statement about, territorial training when I get time to do it. All I can say now is that tho territorial training of the last system was inefficient, and to a considerable extent a waste of public money. Wo could havo got very much better Tesults from the expenditure of the same money in another way. Concentrated effort always secure:? better results than disintegrated." In reply to a question, tbeMinister said he had no time for the junior cadet system. There was no need to instil into boys nnvthing savouring of a military spirit. There was 110 question that what was wanted in the primary .schools was physical drill and tlio elenip-nts of discipline. He had understood from a gathering of school te.icjiers themselves that they did not approVo of the introduction of military training into the primary schools.
