A Federal Devolution Committee hasi been appointed, with tho Speaker of tho House of Commons as chairman, and s'xteen peers and sixteen members of the House of Commons, including Lords Brassey, Denman, Emmott, Harconrt, Inchcape, and Sir Frederick Young. The special points of reference are—(l) The need of reserving to the Imperial Parliament consideration of foreign and Imperial atfairs, and also of matters affecting tho United Kingdom as a whole. (2) The allocation of the financial powers as between the Imperial and subordinate Legislatures. (3) The special of tho component parts -of the United Kingdom, in which subordinate Legislatures are established.—Aus.-N.7i. Cable Assn.
