SCHEDULES OF NEW BILL.

The main purpose of the Railways Amendment Bill presented to the House yesterday is to carry the amended •schedule fixing the pay for all classes of railwaymen, especially tho men of the second division. All the mtes for tho second division were announced months ago, when tho railway societies had their conferences with tlie Minister of Kailways. Tho general effect of those increases was to add to the pay the amount of tho war bonuses previously pais. A new clause provides thut all employees shall be classified as on April 1, 191!), and their rates of pay fixed, ami that thereafter all increases of pay anil all promotions from ono sub-grodo "to another shall depend upon merit efficiency, and good conduct, and always the certificato in writing of the head of the Department is to be required beforo the employee shall ho entitled to promotion or increase of pay.
