THE PEACE TREATY
IS IT OPERATIVE? "Has the Prime Minister received- any official notification of the. signing of the Pcaco Treaty by three Great Powers?" asked Sir Joseph Ward in the House of Representatives yesterday. It had been understood, ho said, that when three Great Powers ratified the Treaty it would come into full effect. He'did'not know if it was intended that the matter should lie held over until the United States had signed. The Treaty wag being regarded in Britain as completed, so that the war was finally over.
Mr. Massey replied that he had not received any notification of the kind indicated. The United States had not eigncd, and he had seen nothing of Japan or Italy signing. Britain and France had ratified the Treatv.
Sir Joseph Ward: And Italy. Mr. Massey: If Italy has signed, all we have to wait for is the Gazette notice.
