SOLDIER SETTLERS
AN IMPORTANT CONCESSION. The difficulty experienced by soldier settlers in getting financial assistance beyond the Government loan, owing to their inability to give security, was mentioned in the House of Representatives yesterday by Mr. ,T. V. Brown (Napier). Tim Minister of Lands' (Hon. D. H. Gnthrie) replied that the point was covered fully in the Discharged Soldiers Settlement Act pawed this session. The practice of the Government had been to take ft first mortgage to caver Die advance made on the land, nnd a second mortgage to cover any advance made for stock or improvements. Thie had left the soldier with nothing better than a third morlgaee to offer in security for additional stock, nnd the arrangement admittedly had prfssed hardly on Mine of the men. The land boards,were now empowered to accept « first niorrsriige for all the Government advance, leaving the soldier in the position to give a eecond mortgage to any other lender.
