SAVING CLAUSES FOR ULSTER. London, October 7. The two suggestions in the Irish Government Bill for the safeguarding of Ulster are: (1) County option; (2) the exclusion' of Ulster, which is to have its own Chief Secretary.—Aus.-N.Z. Cable Assn. October 8. The Crown law officers advise that tbo Home Rulo Act, which -was suspended in war time, automatically operates when the last of the bclligeronls, namely, Turkey, signs the Peace Treaty, probably six weeks hence.
