In a communication to the Ministerial Repatriation Board the District Board states that it feels that in the case of returned,soldiers the position should be met: (a) By remission of stamp duty on the. first purchase of land, providing the soldier does not own any other land; (b) if this cannot be done, then by capitalising the stamp duty in the case of land undet mortgage to the Crown or by loan from the Department ior five years in the cose of land purchased privately. ' .
