KARORI AND THE CITY

CONDITIONS OF AMALGAMATION. In connection with the proposed amalgamation of Karon borough with the city of Wellington, the City Council decided last evening that the Karori Borough Council be informed that tho 'council is prepared to agree to tho unconditional merging of the borough of Karori in the city. In speoking to tbu abovo the Mayor pointed out that the rates should bo pooled when all the adjacent boroughs were brought into the city. There was not so much difference between the rates imposed as between the boroughs andthe city now, except ns regards tho water rate. As a matter of fact, the sum of ill,ooo was at present being paid out of the general fund'that should have been paid' by special rates. (Councillor Hutchison: "'.That's right.'9 litany caso they had as much to offer the borough as the borough had to offer thorn. It was a very fine suburb, and the council had an interest in it owing to the existence of the' cemetery. Of' course, they had a tramway, but after all the tramway wnt essentially a cil.v concern. The Mayor also said Mint theKarori Counoil was presenting its tramways as an .issef, whereas they were snecially rated to the extent of about ,£4OOO a year to meet the shortage in their revenue. Councillor Lnckie s.tatcd that one effect of unconditional terms would eventually ho that the council would b-3 petitioned from time to time to drop the 'special rating, and, ns the constant dropping of water wears awuv stone, it was inevitable almost that the citv would have to take on the burden of that special rate. It was not fair to Onslow to set aip conditions with Karori. when the former borough had come in without conditions. TUe Karori Council ho,d sent in a list of certain londitions, and the answer to" that letter was that they must come in without conditions.
