. "It was in connection with the discussion that had.taken place between tho 'Returned Soldiers' Association and trie executive of "the Y.M.C'.A.,". stated the' Hon. G. YV'atkihs, Hull.-...lLunt, and' Wheeler, and" was forwarded to me by the Controller tind'Auditor-General in' u covering letter which required .riii-tihef-inqiiiry and consideration.' I,' therefore, ■ made inquiries'of the War Funds .Office anil also of the- Controller and AuditorGeneral in regard to matter's dealt within his covering letter, whieli, was-.-niiite outside "the auditors' report. On the evening of Sir Joseph "Ward's resignation, and' before I knew it' had actually been sent in, 1 iheld i conference with the principal officers' of. the Internal Affairs Department, in consequence of whicli.it was determined to refer the whole of,tlie. papers to the Solicitor-General for- consideration, and this was done. I then forwarded a further letter of inquiry to. the Controller and Auditor-General, the reply to which was received r.t 11 a.m.. on Monday, August 25. I felt unable to miisiii' tin' ma-u-r- further, and,-there-fore, signed iny resignation, and'fonv.a'rdcd 'it to His Excellency shortly after noon of that day. 'Die question, .therefore, was left in the hands of my. immediate successor, Sir Francis Bell, who at the timb was administering the portfolio of Internal Affairs. 1 may-, add that h> far as the lvport of the Government auditors of war funds-Messrs. Watkins, :Hull Hunt, and Wheeler-is concerned, the executive of the Y.M.C.A.. .will have, no reason 10 regret its publication.
