RECRUITING DIFFICULTIES. Tho following references to recruiting of the Police Force are made by the commissioner in his annual roport:— Tho depletion of tho ranks of tho forco to which I draw attention'in my report of last year reaohed its maximum towards the end of-the year and continued for manv months of this year. Great difficulty was experienced in securing Ruitablo recruits. Two causes produced the result—viz.. the hijrh wages obtainable in civil occupations, and tho fact that r.lmost all eligible recruits were still absent with tho Expeditionary Forces, As tho troops returned, however, and tho udvantases of employment in the Polico Forco became known, candidates hesran to offer moro frcely, and in ft short time it is expected all required will bo enrolled. Manv of them resigned from tho force on order to onlist, and I Jiavo reccinmended that at the forthcoaiing session of Parliament legislation bo proposed for the mirooso of reviving tho superannuation rights which they forfeited on their resignation. It is proposed also to restore these men to then , former position on the seniority list. Returned soldiors are sriven every possible encouragement to ioin the ranks of the force.
