LOUD FISHER ON THE FUTURE,
London, September 13. Lord Fisher declare.; that the problem of designing a new British Navy immune from attacks from he air, and combining economy in. construction with the highest efficiency, and the continuous use of fresh ideas, is associated wh the question: "Where will the futue battleground be, and with whom will we fight? Is it the Chinese or the Japanese'" Personally, ho expects another Eastern exodus to Europe, and a simultaneous movement westwards across the Pacific, that ocean which holds the future. "Every fourth baby, born m the world." he says, "is a Chinese. After considering America's ambitions and internal strength, and t'ae historical proofs of the liability of kinsmen to ouarrel, Lord Fisher concludes that a lltisn : American fight is inconceivable, and asks, cannot American and English navies dominate the world at any time? They simply bavo to tell all the others "to build no more, or we will light you here and now."-"The Times.
