Tho funds would 'bo provided by the flotation of a loan, of .£50,000, the" investors receiving as much as 7 per cent, interest. Mr. Norris submitted plans to the councillors, several of whom spoke in appreciation of the project. Eventually it was decided that tho council consider the matter.
