FRANCE AVERSE TO EXTREME MEASURES.
London, August 31. The "Daily Telegraph's" Paris correspondent states that as the Rumanian Government has not replied to the Suureme Council's Notes, American circles are in favour of a rupture of relations; but tho French delegation is averse to this step.—Aus.-N.Z. Cable Assn.
