A dispatch from Tokio reports that the Japanese Imperial Cabinet has de,cided to insist upon tho exclusion of Manchuria and Mongolia from tho consortium under which Britain, the.United States, and France assume the direction of tho Chinese finances. Tho newspaper "Asaki Shimbum" eaya it. is reported.-that Baron Uchida advo'catw' Japanese participation in the consortium; he believes that the exclusion of Manchuria and Mongolia would cast tho .Allies' disfavour on Japan.
