TWO WATS OF LOOKING AT IT.
In a letter to the London "Times" Lord Monkswell writes: "The-Commis-sioners who represent tlie miners aro laying great stress upon the fact that mineral lights are held by private persons who, they allege, might hold the country to ransom by refusing to allow minerals to be workej). It is a perfectly fair point to make, though little more than a theoretical one. But the monopoly held by the Miners' Federation is a. much more' serious affair. To put it quite baldly, the federation, who are responsible to no ono but themselves, have cornered tho whole business of coal production in the United Kingdom, and they not only can theoretically but sometimes do actually put pressure upon the State by means of the monopoly which they have secured. By all means let the commission tell us how we may best avoid the dangers, if ,any, # which arise from private property in minerals. But let them not' ornit to tell us also how to avert the menace to the authority of the sovereign democracy due to the corner created by tho Miners' Federation."
