He engaged in long years of hero.'c struggle in the cause of freedom and liberty. In 18S1 lie organised the Japanese Liberal Party, and the democratic movement started by aim exacted from the Government a pn.mise of the inauguration of the Parliamentary system ten years later. He has held Ministerial ollice in hvi> Cabinets. lie retired from tho leadership of the Liberals in K'CO.J
