FROM THE SHANTUNG TREATY. (Rec. August 19, 5.5 p.m.) Washington, August 18. Mr. Thomas Millard, an American writer, attached to the Chinese peace delegation, expressed the opinion to the Senate Foreign Relations Committee, which is hearing evidence in connection with the Shantung Treaty that according to the unanimous View of American diplo: mats at Paris the setfcment would sooner or Inter result in war in tho Far East. \

Mr. Millard adds that President Wilson, after an attempt to get Japan to modify her terms regarding Shantung, learned that the Japaneso intended, if refused Shantung, to bolt from tho Conference and abandon the League of Nations.
