It is .understood that the conversion of tho Cabinet from a war to a peace basis has involved considerable modifications in the methods of conducting business. Pull meetings of Ministers will bo rare. The War Cabinet's practice of summoning only Ministers whose departments were directly interested in the questions under consideration will be continued by the inner Cabinet, thereby greatly expediting the business and avoiding merely academic discussions.
