REBEL STATE HEAVILY ' PENALISED. London, August 9. The Simla correspondent of "The Times".says that the confiscation of tho arrears of the lato Ameer's subsidy will heavily penalise Afghanistan. Habibullah customarily left large sums in. tho hands of tho Indian Government. Tho arrears in rupees run into eight figures. Britain's stiff refusal to mako a treaty regulating permanent relations is deliberately intended to indicate that Afghanistan is regarded a 9 a minor State, and she must produco guarantees of her anxiety to regain our friendship.—"The Times."
