Habibullah customarily left large sums in. tho hands of tho Indian Government. Tho arrears in rupees run into eight figures. Britain's stiff refusal to mako a treaty regulating permanent relations is deliberately intended to indicate that Afghanistan is regarded a 9 a minor State, and she must produco guarantees of her anxiety to regain our friendship.—"The Times."
