"MOTICE IS HEREBY GIVEN that it -j -»■' is the intention of tho Welling- 1 ton City Council to introduce in the next session of Parliament the AVellington 11( City Milk Supply Bill. ti The objects that tlio said Bill is intend- B ed to effect arc:— 1. To confer additional powers on the AVellington City Corporation in re- 1, lation to tho inspection and control of the milk supply in the City ana other matters. 2. To authorise the Council to deal in milk and milk products and ic.e, nrd to provide for cool storage of food- (; stuffs, to buy and sell fodder for dairy cattle and dairy utensils, and to carry on business as a dairy farmer. 3. For the abovo purposes:— (a) To appoint managers, enginoers, agonts, workmen, servants, and in- , spectors. (b) To purchase, lease, or' take under tho provisions of tho Public AA'orks Act, 1903, or otherwiso acquire any land required for the purposes of this Act, ivM'i sell and dispose of the same when (j no longer required, and to purchase and sell stock. (c) To ccn&truct, erect, leans or purchase j any buildups, plant, Machinery, tfiiciways, raihvay-sioiwf.s, and other fixed or movable app;!«&-:s or works of any description, and ioli or otherwise liiijpo.w of the ea;r.e when no longer riqniied. | (d) To maintain anct work nil buildings j ( and plant so erected. j ] i. For tho aborij purposes sad for ad- j J vaucos to farmers supplyi: l * milk to j J tho Corporation and for repaying to ; j District Fund moneys provided for sucii pu.rpos-es by special loan by way I of Special Order, and -vithout taking j . the steps described under Sections 8 > to 12 of the Local Bodies Loans Act, 1913. 5. (1) To give tho Corporation the sole right to purchase milk from milk pro- -j ducers for consumption in the City. (2) To provido that no person shall sell milk without a license from tho City Council subject to this exception that milk may be sold for consumption on the premises without a license. (3) To provide that all licenses granted under the Milk Regulations of 1918 ~ shall enure for the purposes of the Act if in force at the commencement ' of the Act. £ 6. To provido that the Council may grant, < refuse, or revoke such licenses as it ( thinks fit, and on such conditions as ] it thinks fit; and that any such license | may be limited to a portion of tho j City. ( 7. To provide that person guilty of a j breach of a license shall bo guilty , of an offence, and that even- person , who breaks any contract with the j Corporation in respect of tho sale j and delivery of milk shall be guilty , of an offence. 8. To prevent the sale,of milk in the City 1 from which cream has been removed or which has otherwise beon tampered with. 9. To provide for advances of money for dairy purposes to dairy farmers supplying in the City. 10. To provide for the salo under license : of milk in tho City by dairy farmers producing milk in the City or within lj miles of tho City. 11. To provide that the Council may subsidise visiting nurses and supply milk to the poor. ' j 12. To provide that all moneys shall be paid into a separate account at tho bank, and that all accounts shall bo kept in accordance with the provisions of tho Municipal Corporations . Act, 1908, relating to sepaiato accounts. 13. To provide a penalty of .610 for certain breaches of the Act. ■ U. To provide that inspectors appointed with the approval of tho Minister of Public Health shall in respect of tho ! , milk supply of tho City have tho powers of an officer under the Sale of Food and Drugs Act,' 1908. ! 15. To authorise the Council to make bylaws:— 1 (a) Securing the sanitary constructions and cleanliness of dairies and milk shops, and of milk vessels used in <■ dairies and milk shops within the > City. [ (b) Prescribing precautions to bo taken 1 for protecting milk against deterioration, infection, or contamination, • and regulating or prohibiting the sale of milk in cases w J hore the publie health would be likely to bo en- * dangered by such sale. . (c) Regulating the issue of licenses under ) tlio provisions of this Act and the 1 fees payable thereunder:— - (d) Prohibiting the sale of milk except 3 for coupons issued by the Corporation. 1 (e) Providing for the issue and control 1 of. such coupons. „ 16. To provido that the provisions of tho r Municipal Corporations Act, 1908, relating to tho making of by-laws shall „ form part of this Act. e 17. To provide that so long as the Act ia in force it shall not be lawful for any person other than tho Corporai tion to erect, adapt, or equip any n building within thirty miles of the r City as a now factory, or establish e for tho production of butter, clieeso, condensed milk, dried milk, or other i products of milk. £ 18.
