STATEMENT FOR .JAPAN. ' (Rec. August 4, 8.45 a.m.) New York, July 29. Mr. Debuchi, Japanese Charge d'Affnires, speaking informally, said that it was his opinion that Japan was firmly determined to return Kiaochan to China and withdraw all her soldiers from Shantung as soon ns practicable. Ho added that it was difficult to say anything definite now, since China was still not a signatory to tho Treaty, and everything depended upon a tacit agreement between China and Japan concerning the Shantung settlement—Aus.-N.Z. Cable Assn.
