PUBLIC NOTICES. WELLINGTON CITY CORPORATION. WELLINGTON CITY MILK SUPPLY BILL, 1919. (Local Bill.) ]UOTICE IS HEREBY GIVEN that it -I' is the intention of tho Wellington City Council to introduce in the next session of Parliament the Wellington City Milk Supply Bill. The objects that the said Bill is intended to effect are:— ' 1. To confer additional powers on the Wellington City Corporation in relation to the inspection nnd control of the milk supply in the City ana other matters. 2. To authorise the Council to deal in milk and milk products and ice, nnd to provide for cool storage of foodstuffs, to buy and sell fodder for dairy cattle and dairy utensils, and to curry on business as a dairy farmer. 3. For tho above purposes:— (a) To appoint managers, engineers, 'agents, workmen, servants, and inspectors. (b) To purchase, lease, or lake under the provisions of the Public AVorlis Act. i 190S, or otherwise acquire any land required for the purposes of this Act, and sell and dispose of the same when no longer required, and to purchase and sell stock. (c) To construct, erect, lease or purchase any buildings, plant, machinery, tramways, railway-sidings, and other fixed or movable appliances or works of.aiiy description, and sell or otherwise dispose of. the 6amo when no longer required. (d) To maintain and work all buildings and plant so erected. i. For tho above purposes and for ad- ■ vances to farmers supplying milk to the Corporation and for repaving to District Fund moneys provided for such purposes by special loan by way of Special Order, and without taking the steps described under Sections 8 to 12 of the Local Bodies Loans Act, 1913. 5. (1) To give the Corporation the sole right to purchase inilk from milk producers for consumption in the City. (2) To provide that no person shall sell milk without a license from tho City Council subject to this exception that milk may be sold for consumption on the premises without a license. (3) To provide that all licenses granted under the Milk Regulations of 1918 shall enure for the purposes of the Act if in force at the commencement of the Act. 6. To provide that tho Council may grant, refuse, or revoko such licenses as it thinks lit, and on such conditions ns it thinks fit; and that any such license may bo limited to a portion of the City. 7. To provide that person guilty of a breach of a license shall be guilty of an offence, and that every person who breaks any contract "with the Corporation in respect of tho sale and delivery, of milk shall be guilty of an olfeuco. 8. To prevent the sale of milk in the City from which cream has boen removed or which has otherwise been tampered with. 9. To provide for advances of money for dairy purposes to dairy farmers supplying in the City. 10.. To provide for the sale under liconse of milk in tho City by dairy fanners producing milk in the City or within 1J miles of tho City. 11. To provide that the Council may subsidise visiting nurses and supply milk to the poor, 12. To provide that all moneys shall bo paid into a separate account ut tho bank, and that all accounts shall bo kept in accordance with the provisions of the Municipal Corporations Act, 1908, relating to sepaiute accounts. IS. To provide a penalty of .£lO for certain breaches of the Act. M. To .provide that inspectors appointed with tho approval of the Minister of Public Health shall in respect of tho milk supply of tho City have the powers of an officer under tho Sale of Food and Drugs Act, 11)08. 15. To authorise the Council to mnke bylaws :— (a) Securing tho sanitary constructions and cleanliness of dairies and milk shops, nnd of milk vessels used in dairies and milk shops within tho City. (b) Prescribing precautions to be taken for protecting inilk against deterioration, infection, or contamination, nnd regulating or prohibiting tho sale of milk in cases iWiero the public health would be likely to be endangered by such sale. (c) Regulating the issue of licenses under the provisions of this Act and the foes payable thereunder:— (d) Prohibiting the sale of milk except for coupons, issued by tho Corporation. (e) Providing for the issuo and control of such coupons. 16. To provide that the provisions of the Municipal Corporations Act, 1908, relating to the making of by-laws shall form part of this Act. 17. To provide that so long ns the Act is m force it shall not be lnwful for any person other, than tho Corporation t:o erect, adapt, or equip any building within thirty miles of tho City ns a new factory, or establish for the production of butter, cheese, condensed milk, dried mill;, or other products of milk. . 18. To provide that tho powers given by this Act shall' bo in addition to all other powers vested -iu the Corporation. 19. To repeal the Wellington City Milk Supply Act, 1910, Sections 3 and 0 of the Wellington City Empowering and Amendment Act, 1911, and the Wellington City Milk Supply Amendment Act, 1911. A copy of tho above Bill has been deposited at the Magistrate's Court, Lnmbton tjuay, Wellington, and also at the -lown Clerk's Office, Town Hall, Cuba Street, \\ellington, unci -are there open to public inspection for a period of three lull weeks from the first publication hereof.
