The New York "Times" Washington correspondent states that dispatches from official sources in Tokio announce- that Mr. Hnra told a representative of (he Kensekai Party that if the disturbances continued in China Japan might be compelled to lake suitable measures to protect Japanese interests. Tho New York "Times" Tokio correspondent reports that Viscount Kato, in a speech, declared that he doubted if the League of Nations would result in a reduction of armaments. He said ho believed that the expansion of the Japanese navy was necessary for tho protection of tho interests of the Japanese Empire. 'Die same correspondent reports that n movement;'has been started at Fukusliima against Japan taking any part in tho trial of the ex-Kaiser before an international ; tribunal. THE SHANTUNG IJSUE AMERICA AWAITING STATEMENT FROM JAPAN. (Rcc. July 31, 0.5 a.m.) Washington, July 25. Mr. Karsui Debuchi, Japanese Chavgo d'Affaires hero, had a conference with tho Assistant-Secretary of State, Mr Long. It is understood'that Mr. Debuchi explained t'ho difficulties which at present provont Japan from making a statement on the Shantung question. At tho same time it is reported that Mr. Debuchi has advised tho Tokio Government to make a. statement ns soon as possible—Aus.-N.Z. Cable Assn.
