AMERICAN AMENDMENT TO LEAGUE OF NATIONS Washington, July 25. Mr. W. H. Taft is urging an amendment of the Leaguo 'of Nations Coven, ant to exclude from membership of the Council of tho Leaguo Dominions and self-governing colonies whero the Motherland is represented, and vice versa. _ The amendment' is regarded as aimed directly at the British Empire. " Senator Lodge endorses 'Mr. —loft's proposal.
