ENCOURAGEMENT OF APPRENTICES
"Wo again desire to point out the desirability of altering- the conditions of rule 3, part 19, Rules of Racing, relative to apprentices, by considerably enlarging tho opportunities afforded to youngriders, 'by further concessions under this head," stated the repor of tho Stipendiary Stewards Committee, presented to the Racing Conference yesterday. "Apprentices will never develop into first-class horsemen unless Riven race riding, and owners generally will not put up an apprentice unless they get concession."
