CRITICS —. j ALLEGED DICTATOESHIP. Washington, July 7. Mr. W. J. Graham, Chairman of tho House Committee of Congress, declares that President Wilson, prior to tho declaration of war, illegally organised the Council of National Defence, thereby creating a secret Government which formulated war legislation and befriended '"bin business." Mr. Graham alleged that President Wilson is defying Congress, and has attempted a- dictatorship.—Aus.N.Z. Gable Assn.
