Mr. Keith Murdoch, writing from Paris, says:—The Council of-Three is unanimous that punishment must be inflicted on Germany for sinking the fleet and burning tho French 1870 war flags. It is not believed that monetary compensation would be feasible, as Germany's future financial resources are . already abundantly earmarked. The Council will seek some kind of dramatic penalty as will bo likely to impress the German mind. The Trench Minister of Marine states that Prance is requesting compensation idi the form of warships or money, with which to build ships. The news paper "Le Temps" demands that Germany shall bo compelled to pay the. value of the destroyed warships, tho Allies dividing the money in the same proportion as they would havo divided tho warships— United Service.
