Officers commanding districts and departments of Defence will please give attention to this matter, and in the interests of economy issue instructions to their commands to reduce the use of the telegraph to a minimum. Officers who frank telegrams on Public Service on matters that could be as satisfactorily dealt with by letter will be called upon to pay the cost." • ■ .
