MR. MASSEY'S RETURN
0 DELAY OF NIAGARA. - Although there seems to be a, probability that Sir. Massey will stay in England until the Peace Treaty,with Germany is signed, there is still a good possibility tnat ht> will return to this country by the Niagara with Sir Joseph Ward. It;is true that the steamer was scheduled to returu to this country on July 22, but as she has been delayed in Auckland it is quite impossible that slio will be able to lcavo Vancouver in time to itl\rn h;r« by this date. If peace should lie concluded within a few days, Mr. Slassoy should bo ablo to get to Vancouver in good time for the return voyage of the Niagara.
