Goulter, advocated the Government borrowing ten .millions to complete the trunk lines of the Dominion within ten years, and that an effort be made to complete the moro important ones in fivo years, the money to be borrowed, at intervals as required; and if sufficient labour be not available, that the Government be asked to get the nocessary men by immigration. Ho considered the South Island Main Trunk should take precedence, and that. the. O.tira tunnel' should be completed as soon. ((a possible. The meeting, decided to reorganise the league under the title of the South Island Main Trunk/League,; and. conduct a vigorous agitation until its objects are attained;
