Paris i Jullo 9 - Ihe Irish-American delegates havo furlushed President Wilson with a report on Ireland for submission to tho Peace Conference, and haw also sent copies to the King and Mr. Lloyd George. A covering letter to the latter states that the delegation visited four provinces in Ireland, except where prevented l»v tho English army of occupation. Tho report declares that-guerrilla warfare, which is usually (ho prelude to a major conflict, is going <m in Irjaml daily between small detaohmmts of tho army of occupation and republican volunteers. Many are killed and wounded on both sides;
