LABOUR ON THE CITY COUNCIL

'HOW IT WILL TREAT COMMITTEE BUSINESS. Included in the business of last evening's meeting of the Wellington City Council was a letter from the four Labour members of the council which asked that certain substitutions on council committees be made among- themselves.- Th« letter asked that Councillor Fraser replace Councillor J. Glover on'tho Publio Health Committee; that • Councillor J. Glover replace Councillor J. 1 Hutchison on tho liy-Laws Committee.; and that Councillor J. Hutchison replace Councillor P. Fraser on the Tramways ' and Powerhouses Committee. Speaking to tho letter Councillor Fraser said that it fined down to the request that. Councillor Hutchison (who is . the secretary of tho Tramways Union) be placed on tho Tramyays Committee in placo of himself. He thought that it would bo in the interests of the council and tho city for the change to 1)0 mado, as many little difficulties could bo got over in connection with tho tramways staff if Councillor Hutchison were there. On murmurs of dissent being made, Councillor Fraaer said it would; really make no difference, as anything that dui occur would bo conveyed to tho union. Councillor Luckie: Anything confidential?

Councillor Fraser: "Anything that con. cernod tho interests of tho workers. You know," ho said, "I have been sent hero by tho tramwaymen as well as other workers/" Tho request was mado a motion of by Councillor Fraser, and seconded by Councillor C. H. Chapman. On the voices it was lost. ' ~ , Councillor G. Frost rose to say tliat ho thought they ought to allow Councillor Hutchison on the Tramways Committee. Councillor A. R. Atkinson: I rise to a point of order. Haß Councillor Frost any right to speak? The Mayor ruled that Councillor Frost was out of order. On a division being called for by Councillor Fraser the' motion was declared lost by 10 votes to 5. Councillor Frost voted with the four Labour members.
