ITS ABANDONMENT, AND THE INFERENCE. - ' . New York, June 1. . Tho' New York "Times" correspondent at Paris states that the announcement by the Secretary for the Navy (Mr. J. Daniels) that tho United States Government had abandoned its naval building programme created a surprise among the American pence delegation.
