On the contrary, tho accredited representatives of Labour now form soma, part of- the gflnuiiw democratic Governments of tho. world. Therefore it is assumed that antagonism is unlikely, except in tho case, of Governments that' are democratic in -naiuo only. It is not correct for tho Germans to say that tho Berne Congress demands liavo been disregarded. In fact, they find expression in the Treaty and in the general principles of the League Covenant. Tho Allies also h'avo accepted tho idea of an early admission of tho German representatives in respect to international Labour organisation. Tho reply emphasises tho point that comventions under the Peace Treaty are at present more effective than international labour laws," for infringement of which no penalty can bo applied. .
