In tho Federal Arbitration Court Mr. Justice Iliggins, in reviewing (ho position created by the refusal of the Seamen's Union to ballot on tho question of resuming work pending arbitration, and $fter enlarging upon the substantial concessions givon tho men under tlie new log of April, deolarcd that ho adhered to the policy that tho -union must not have arbitration and tho strike too. If ho were to arbitrate and failed to grant an the men's leaders asked for, the men might not man tho ships. He declined to act under such pressure. -His hands must be free. Mr, Justice Higgius aaned that the attitude of the men wasi "Here aro our claims. Will you grant them ?" He could only say that if the. employers granted tho claims unfcr such conditions they and the community would rue tho day. Those favouring direct action would point to the gains thus achieved, and the same kind of stand and deliver demand would bo made again and soon.—Press Assn!

FUSION OF GREAT TRADE UNIONS NATIONALISATION OF INDUSTRIES AIMED AT. (Rec. June 8j 11.5 p.m.) London, May 30. A fusion of the great Britisli trade unions, similar to the Triple Alliance, is proceeding. The National Union of. General Workers,' the Dockers' Union, and the Carters' Union have formed an organisation, with a membership; only exceeded by. the Triple Alliance. The movement is connected a scheme, including the textile unions, under which the extremists hopo to be able to force the nationalisation of all land, minerals, mines, royalties, and railways. On the contrary, the'extremists suffered a setback yesterday when the Parliamentary Committee of the Trades Union Congress definitely refused to call a. national Labour conference to consider the schemes. Mr. Smillie and Mr. Egbert Williams ore for a wholesale industrial strike to enforce their pacifist aims, including the abolition of compulsory service ond tho (rithdrawal'of British troop 9 from Rus-sia.—Aus.-N.Z. In the' House of Commons Mr. Edward Sliortt(Home Secretary) said the police must have a representative body with full power to make representations to the Government, but no policeman wfluld bo allowed to belong to any trado union. —Aus.-N.Z. THE WINNIPEG STRIKE ~ INDUSTRY PARALYSED. (Rec. June 8, 5.5 p.m.) New York, May 27. Now York "Times" dispatches .from Winnipeg 6tate that the strike is not yet settled. All industry is paralysed.
