Asked when the new long-term' Territorial scheme would come into force, Sir Jamos Allen said to-day that it would certainly not be in forco until after Par liament had had'an opportunity of discussing it. Ho said the old plmi did not make for efficiency, and intensive training would inako better citizens and soldiers. The new scheme could not bo put into force until all the officers were back and the strength of the Territorial Force and the Permanent Staff ascertain, ed. : In the meantime nothing would be done.
