PASSING OF THE CONSCRIPT
SPEECH BY MR. CHURCHILL. London, May 15 (delayed). Mr. Winston Churchill. Minister for War. in a speech in Dundee, 6aid that that wo were not going to be a conscript nation. Wo were going to make Germany abandon conscription, and to abandon it ourselves. It was noceesary for the victorious Powers to exercise patience and firm and clear guidance to prevent' 1 the now small States from quarrelling and collapsing. AVe must prevent the union of German Imperialism and Bolshevism.
