London, May 13 (delayed). The Council of Four, in framing the Austrian terms, will probably endeavour to offer lenient conditions with a view to etl'ecting tho detachment of Austria from Germany. The financial situation, in Austria-Hungary in regard to tho war debt is a difficult problem. The Monarchy is bo carvcd up into now States that repudiation must inevitably occur. It is certain that the newly-created States are not likely to shoulder any portion of the Austrian dabt. (contracted during tho war), (hough not unwilling to bear a just portion of the debts contracted before tho war. Any financial indemnity from what is left of tho Austrian Empire seems out of the question, but sho will have to comply with naval, military, aud air tormo similar to those imposed on Germany—Aus.N.Z. It is officially stated that the report ttint Holland would agree to tho exKRiser's extradition was a pure invention. Tho extradition questioiuat present concerns only the German Government and the Entente Powera—Aus.-N.Z. Cable Assn. THE EAST AFRICAN PROBLEM STRONG BELGIAN PROTEST. (Kec. May 21, 5.5 p.m.) Paris, May 13 (delayed). The Belgians strongly protest against a suggestion for a solution of the German East African question, whereby Belgium will receive a mandate _ over the portion occupied by the Belgian arms, and point out that such a solution will contravene tho principle of placing largo and small nations on an equal footing.— Aus.-N.Z. The "Herald" sa.vs Australia ran offer strong arguments in favour of the dissolution of ('he condominium, ibut the weak part of her case is that, while pointing a course, she shows a great disposition to leave the paying of the piper to someone else. Probably the condominium could be ended by cessions in equatorial Africa or tho payment of a few million pounds, buit until Australia shows a disposition to incur her 1 part of the obligation, can she wonder her appeal lacks force?— Press Assn.
