WAR TIME RESTRICTIONS
WINKS AND BEER IN AMERICA. Washington, May 20. President Wilson, in a liiessago to Congress, recommends the repeal of Prohibition, in so far as it applies to wine and beef. It is announced that the railways, telegraphs, and telephones have been returned to privato owners. [Tho message relating to wines and beer obviously applies to' tho repeal of tho war-time restrictions. It cannot affect national prohibition.!'
