CIVIL SERVANTS RETIRE

ME, L. STOWE AND MR, FRANK ANDKEWS. Two of the oldest officers of the Legislative Departments of the Government have resigned from their positions to retire from active work. They are M-γ. Leonard Stowe, Clerk of Parliament, a,nd Mr. J. F. Andrews, Secretary to the Executive Council and to Cabinet.

Mr. Stowe was born at Trolly Hall, Buckingham, England, and is an "old boy" of Rugby. Coming to New Zealand in the ship Lady Alice, in 185S, he landed at . Nelson, and, after 6ome years of station life, was appointed secretary to the Superintendent of the Province of Marlborough.. Later he was clerk to the Provincial Council of Ma-rlborough, and in 1865 was appointed clerk of the Legislative Council. In 1889 he was given the additional appointment of clerk of Parliament, which position he has held ever since. The retirement of Mr. Stowe from Parliamentary life was not unexpected, as for some time past he has not been in good health. Mr. Stowe has been a iamiliar figure in and around the halls of Parliament for very many years, and all the present generation of politicians will miss him. He was an extremely courteous gentleman, and was aceounU'd an able officer.

Sir. Andrews has also been in indifferent health for some tiiuo. He was born at Auckland in MS. being son of Hie late Dr. H. J. Andrews. He entered the Public Service in 1879. He was private secretary to Mr.' John Ballance and Mr. Richard Seddon, and was also for a time private secretary to Lord. Onslow when he wns Governor, of the colony„ Some years ago lie was appointed to his present position. Mr. Andrews has always been extremely popular with all his associates in p.nd out of the Public iService.
