SMUTS ON THE LEAGUE OP NATIONS
Here are some of the main points in General Smuts' pamphlet, "The Leagus of Nations." "If the future peace of the world is to be maintained, it will bo necessary to devise an instrument of government which will deal with the causes and sources of disputes. "If the Leaguo of Nations is to last, it must become part and parcel of the common international life of States; it must be an ever visible, living, working organ of tho polity of civilisation. "Europe is being liquidated, and the Leaguo of Nations must be the heir to i this great estate. "In discussing a problem like the constitution of the League of Nations wo must toe careful not to set too much store on past precedents, '"We want an instrument of government which, howover much talk is put into it at Hie one end, will grind out oeeMons at the other end. "The League will never be a great success until there is formed, as its main support, a powerful intcrnatioual public opinion. "Watertight compartments and partition walls between the nations and tho continents have been knocked through, and tho now situation calls for worla government. If the League of Nations refuses to function, some other machinery will have to lie created to deal with tho -new problems, which transcend all national limits."
