THE TIENTSIN INCIDENT
DEPLORED IN JAPAN. (Ecc. April 7, 3.30 p.m.) New York, March 21 (Delayed). The New York "Herald's" Tokio correspondent states that the Japanese \\ar Office has made a. statement in reference to the Tientsin incident, placing the entire blame on American exaggerated reports. The incident is deplored.—Aus.N.Z. Cable Assn. [According to the cabled reports at tho time, some American troops raided the Japanese quarter at Tientsin and serious •trouble ensued.]
