EDUCATION BOARDS' RIGHTS
PROTEST AGAINST ENCKOACHMEN'T. By Telegraph-Press Association Christchurch, April i. Tho Canterbury Education Board today unanimously passed the following resolution :--"That the board strongly protests against the proposal that teachers salaries be paid direct from the Education Department in Wellington, as being contrary to the provisions of tho Education Act, and would regard such action as a further insidious encroachment on the rights of education boards, so characteristic of the present regime. The hoard trmts tho Minister's tenure of office will ii-it be noted through tho coming years as tho period during which bureaucratic control usurped the functions of democratic educational administration in the Dominion.- That copies of this resolution be forwarded to tho Minister of Education and the Canterbury members of Parliament, also to other education boards in the Dominion, asking their co-opera-tion in the board's protest." The mover said there had . for some, time past 'been u most marked tendency on the part of Hie Department to set up a 'binreaucracv in Wellington, and to bring the hoards more and more into disfavour, with the ultimate view of doing away with them altogethor. A determined attempt should be. made by tho boards to prevent any more encroaching on their rights.
