-DEBATE IN PARUAHENT PLEA FOR THE LOWER DECK (Rec. March 13, 11.15 p.m.) London, Mairch 13. Speaking on the Naval Estimates, Mr« W. H. Long (First Lord of the Admiralty) stated that the vote of sixty millions would suffice for three or four months. The Government hoped then to be in a position to review the situar Many ex-service men participated in the debate. The chief topics were the inadequate pay of officers and men, and tho necessity for enlarging opportunity for the low«r deck to obtain commissions. . .
